- Can every active programme be traced to a declared strategic priority?
- What has the enterprise explicitly decided not to pursue this year?
- Who owns the portfolio trade-off decision when priorities collide?
Outcome Measurement
Are we measuring business outcomes or project activity?

- Which business metric moves if this programme succeeds?
- Can transformation ROI be calculated and reported today?
- Are benefits owned by the business or by the programme?
Data Foundation
Would we trust our enterprise data for a major strategic decision?

- Would the CEO trust this dashboard for a billion-dollar decision?
- Where does the same number appear differently in two systems?
- Is AI being built on data the enterprise can defend?
Cultural Readiness
Is our organisation ready to absorb and sustain the change?
Follow-up questions
- Is the workforce equipped and confident, or simply informed?
- Do leaders model the behaviours the change requires?
- Does adoption appear in executive measures at all?
